As part of its efforts to address climate change, the Province of Alberta has introduced legislation to address greenhouse gas emissions in the province: the Climate Change and Emissions Management Act. Alberta facilities that emit more than 100,000 tonnes of greenhouse gases a year will be required to reduce their emissions intensity by 12 per cent under the Act. To date, only portions of the Act have entered into force. These portions pertain to the regulations that give authority to Alberta Environment to set targets, enforce mandatory reporting, and emissions intensity reductions.
Two regulations under the Act are currently in place. The Specified Gas Emitters Regulation lays out reporting requirements, targets for regulated entities, and guidelines for achieving compliance. The Administrative Penalty Regulation sets out the penalty for non-compliance with the Climate Change and Emissions Management Act.
