The 3rd round public review period was held January 7 – February 7, 2009. Public comments are an important aspect of the protocol development process for the Alberta Offset System, and an opportunity for everyone to give feedback and help shape the Alberta Offset System Quantification Protocols.

ALBERTA PROTOCOL DEVELOPMENT PROCESS – 2ND ROUND TECHNCIAL REVIEW FOR 4TH CYCLE PROTOCOL DEVELOPMENT
Climate Change Central facilitated the Government of Alberta 2ND Round of technical stakeholder review that occurred on December 11, 2008 in Edmonton, Alberta. Presentations for each draft protocol were given outlining development with technical considerations.

ALBERTA OFFSET SYSTEM – 3RD CYCLE PROTOCOL DEVELOPMENT
As part of the Alberta Government commitment to an adaptive management approach to the Greenhouse Gas Regulatory Framework, the Alberta Protocol Development Process was modified in late Fall 2007 to encourage industry and other interested stakeholders to share in development costs by bringing forward new protocols for the Alberta Offset System.
A second round of technical review was held on May 20, 2008, at a Stakeholder Workshop held in Edmonton, Alberta. Click here for the presentations and record of discussion captured at the workshop. Over 60 experts in offsets and project development were in attendance.
As part of the commitment to coordinating a transparent and open review process, the following links provide lists of technical review teams for the first round of review, minutes of technical discussions and recommendations and finally a Stakeholder Review Document, for discussion and preparation at the May 20TH workshop.
These Offset Quantification Protocols were reviewed during this session.
The proposed approach for an adjusted baseline coefficient for revision of the current, approved Composting Protocol is also included in the links below. The Composting protocol was approved by the Alberta Government in September 2007 as part of the first traunche of Offset System protocols. Since then, the composting community has commissioned technical work to support revising the protocol with an adjusted baseline approach.

ALBERTA OFFSET SYSTEM – 1st CYCLE PROTOCOL DEVELOPMENT On May 17th & 18th, 2007, a stakeholder review session was held to assess a number of Draft Quantification Protocols. Click here for the introductory presentations and record of discussion captured at the Review.
The first series of Quantification Protocols in Alberta were initially developed from previous protocol work coordinated by federal-provincial and territorial governments from 2003 to 2006. Under that process, a significant amount of collaborative scientific and technical coordination and consensus was developed and available in the form of draft Technical Seed Documents (TSD) – which provided a solid technical and consensus-based set of documents from which Alberta could proceed with developing a series of protocols.
The first series of protocols underwent rigorous scientific technical and stakeholder review. Alberta Environment provided final approval on the following 15 Quantification Protocols to initiate various project types for use in the Alberta Offset System developed under the Alberta Specified Gas Emitters Regulation.
