Offset credits are one of three compliance options for regulated entities under the Specified Gas Emitters Regulation in Alberta. Offset project registration and credit serialization is a mandatory component for the generation and/or use of Alberta offsets to meet a compliance requirement. Facilities and sectors not subject to any Regulation that are able to reduce their greenhouse gas emissions according to a Alberta government approved protocol may be eligible to generate Alberta offset credits. All offset projects must meet requirements under section 7 of the Regulation and associated guidance documents. Climate Change Central operates the Alberta Emissions Offset Registry (AEOR) portal where you can initiate the registration and serialization of offset projects, browse all created or registered Alberta offset projects, and search for registry participants. There is no cost to create a profile, or to browse projects.

REGISTRY UPDATE - 2012 PROJECT PROCESSING


Reminder: The compliance deadline under the Specified Gas Emitters Regulation is MARCH 31, 2012. All Alberta Emissions Offset Registry requests for project registration/serialization and status change requests must be submitted by MARCH 1, 2012 in order to guarantee processing. ALL requests will be processed in the order complete submissions are received.

THE AEOR CANNOT GUARANTEE REGISTRY REQUESTS RECEIVED AFTER MARCH 1ST WILL BE PROCESSED PRIOR TO THE MARCH 31ST DEADLINE.

To avoid any delays, the AEOR highly recommends parties use the project and verification reporting templates released by Alberta Environment and follow the minimum requirements for Project Reports, Offset Project Plans, AND Verification Reporting. Templates are posted at http://environment.alberta.ca/02275.html. The Technical Guidance for Offset Project Developers document must be reviewed to ensure parties are meeting current criteria.

Partial or incomplete submission of reporting OR forms will delay registry processing. Additional time may be required if inconsistencies are identified during the completeness assessment conducted on the documentation.

REMINDER: As of May 2011, the AEOR has a dedicated Schedule B and D - Notice of Account Instructions forms which must be used for all Alberta Emissions Offset Registry projects, transactions AND initiation of retirement requests. The AEOR highly recommends parties obtain a new form for each request to ensure the most up to date form is completed. This form is available within all created projects AND in the Help/FAQ section of the AEOR portal.

Effective January 1, 2012, historic (retroactive) offset credits will no longer be accepted in the Alberta offset system. All 2002-2010 vintage year credits must be verified and submitted to the registry by March 31, 2012. The Climate Change Secretariat is reviewing the treatment of 2011 vintage year credits and will provide further guidance when available. Historic credits already serialized on the Alberta Emissions Offset registry will be honoured.

New projects being registered on the offset registry must demonstrate a project start date that is on or after January 1, 2002, and will be eligible to generate credits on a go-forward basis from project creation on the Alberta Emissions Offset Registry.

  2. In using the EOR you expressly understand and agree that:
    1. Your use of the EOR is at your sole risk. The EOR is provided on an "as is" and "as available" basis. C3 Group expressly disclaims all liabilities and warranties of any kind, whether express or implied, including, but not limited to the implied warranties of merchantability, fitness for a particular purpose and non-infringement; and
    2. C3 Group does nor warrant or represent that: (i) the EOR will meet your requirements; (ii) the EOR is error-free, accurate or complies with the laws or regulatory requirements of your jurisdiction; (iii) the information provided on the EOR is true, accurate or reliable; (iv) the quality of any products, services, information or other material purchased or obtained by you through the EOR will meet your expectations and/or be fit for a particular purpose.
  3. You expressly understand and agree that C3 Group shall not be liable to you for any direct, indirect, incidental, special, consequential or exemplary damages, including, but not limited to, damages for loss of profits, goodwill, use, data or other intangible losses (even if C3 Group has been advised of the possibility of such damages), resulting from: (i) the use or the inability to use the EOR; (ii) any losses or costs you incur as a result of using the EOR; (iii) the cost of procurement of substitute goods and services resulting from any goods, data, information or services purchased or obtained or messages received or transactions entered into through or from the EOR; (iv) statements or conduct of any third party on the EOR; or (v) any other matter relating to the EOR and you hereby indemnify C3 Group against claims by you, your subsidiaries, affiliates, officers, directors, employees, consultants, agents and partners or third parties related to the foregoing.
